TALLAHASSEE, FL (August 14, 2020) | The City of Tallahassee anticipates applying for Rebuild Florida General Infrastructure Program (GIP) funding provided by the U.S. Department of Housing and Urban Development (HUD) to address mitigation needs to ensure that the state of Florida is more resilient to future natural disasters. This program is being administered by the Florida Department of Economic Opportunity (DEO) through the Community Development Block Grant – Mitigation (CDBG-MIT) Program. A total of $475,000,000 million in funding has been allocated by DEO for the General Infrastructure Program, which will be implemented in three competitive application cycles, with $150,000,000 in funding available in the first round.
Eligible activities include projects that demonstrably increase community resilience. The following types of infrastructure projects are encouraged:
- Restoration of critical infrastructure
- Renourishment of protective costal dune systems and state beaches
- Building or fortifying buildings that are essential to the health, safety and welfare of a community
- Rehabilitation or construction of stormwater management systems
- Improvements to drainage facilities
- Reconstruction of lift stations and sewage treatment plants
- Road repair and improvement and bridge strengthening
The City of Tallahassee anticipates submitting four application for a total of $14,969,056 in funding through the CDBG-MIT General Infrastructure Program as detailed below:
- Resilient Technology Upgrades for Infrastructural Sustainability and Hardening (Phase 1)
Amount of Grant Request: $7,500,000
Project Description: Mitigation improvements of Infrastructural sites that are critical to sustaining the quality of life for the citizens of Tallahassee and the utilities that they are dependent upon. This project will create infrastructural redundancies in fiber optic connectivity between each of the core critical sites while integrating multiple redundancies surrounding network connectivity through partnerships with universities, other local government organizations, and internet service providers.
- Solid Waste Building – Upgrades to exterior to make building more resilient in the event of a natural disaster.
Amount of Grant Request: $503,700
Project Description: Mitigation improvements of Solid Waste Building that are critical to sustaining the quality of life for the citizens of Tallahassee and the services that they are dependent upon. This project will create infrastructural hardening of the current Solid Waste building to allow for continued service in the event of a natural disaster. These improvements include hardening of windows, doors, and exterior features of the building including the roof.
- Gemini Building – Generator Upgrades
Amount of Grant Request: $1,400,000
Project Description: The City of Tallahassee’s generator for the Gemini Building currently has limited capacity and is unable to sustain the buildings existing load demands. With limited available capacity, the current generator is only able to illuminate a small area of the parking lot. Based on the supporting data compiled, the current generator can safely accommodate only 23Kw of additional load, this excludes additional system demands such as HVAC system that is currently out of service. The proposed mitigation project will remedy long-standing system deficiencies associated with the facility that are exasperated with a disaster event. The continuous operation and full utilization of the Gemini Facility during an emergency represents a mission critical challenge for the City. This facility is used to house mission critical customer services for the receipt and accounting of utility payments. Mitigating the existing issues with full back-up power will allow City staff to continue meeting their mission. It is critical the Gemini Building maintain power for full operations.
- Vindale Building – Upgrades to exterior and interior of the facility to harden the structure.
Amount of Grant Request: $5,565,356
The Vindale Building; a 1960’s era building that a portion once housed airplanes from Dale Mabry Field, as well as Mobile Home manufacturing is the current location for critical municipal services such as Underground Utilities, Public Infrastructure, Traffic Signalization, Radio Systems Shop, Community Beautification, Parks Recreation and Neighborhood Affairs, as well as Department wide training spaces. This proposed project will provide much needed infrastructure hardening to the building to allow for continued service in the event of a natural disaster.
Comments from the public must be received no later than 5:00 PM on Friday, August 28, 2020. All comments will be considered, and proposed changes will be submitted to DEO. Additional information relating to the proposed projects and applications is available for review by request.
