Management and Administration
The mission of the Department of Management and Administration is to provide high quality budget, financial management and accounting, procurement, information technology, and telecommunications services in a timely and responsive manner to our customers. The Department of Management and Administration (DMA) was created July 1, 1997 as a result of the restructuring of related functions in the government into a single management unit. Under the direction of Interim Director Raoul Lavin, the DMA is responsible for:
- Preparing the city's annual operating and capital budgets
- Developing and coordinating the annexation program
- Managing the special appropriations program
- Managing the financial systems, including accounting operations and financial management and reporting
- Managing procurement and bid processes
- Managing the city warehouse operations
- Providing a central location for copy and reproduction services
- Maintenance of Administrative Procedures
- Administration of the Training Institute
In addition to general operating expenses, the budget includes funding to support:
- Salary adjustments for city employees
- Special Appropriations program (which includes the city contingency account, city-wide memberships, contractual services and professional fees)
- General fund transfers to StarMetro and golf course operations.
DMA's role also includes conducting resident opinion surveys, management studies and financial analyses, and continued monitoring of the financial condition of the government.
Administration
DMA's Administrative division oversees the activities and responsibilities of the other four divisions: Budget and Policy, Accounting Services, Information Systems Services, and Procurement, and incorporates the administrative functions of the department including personnel, audits, and administrative procedures. The division also administers the City's Learnitnow.net program, an online training partnership with the private sector, and provides lead roles on special projects.

Purchasing Services
Policies, procedures, & practices of purchasing and procurement services, including bidding information and vendor information.
