Frequently Asked Questions
How can I get a copy of a solicitation package?
Contact Procurement Services at 850-891-8280. Bids for Construction projects are generally only released through the City's Engineering Department or Procurement Services and almost always require payment in advance. If you are a subscriber to DemandStar System, packages may be obtained through them.
What are "Local Preferences"?
The City's Local Preference in procurement is established under City Ordinance No.99-O-0059. It provides for up to a 5% preference to those businesses located in Leon, Gadsden, Jefferson and Wakulla counties. In other words, if the low bidder is not "local", and the second bidder is and is within the appropriate percent prescribed by ordinance, then the City may award the bid to the second "local" bidder. View the City of Tallahassee ordinances governing local preferences (PDF).
What are "Charitable Contribution Preferences"?
In accordance with Section 2-92, City of Tallahassee Code, Ordinance # 06-0-47AA, bidders may qualify for a preference under this solicitation based on contributions made to health and human services agencies, which are qualified as such by the United Partners for Human Services, or the local United Way. To qualify, the contribution(s) must have been made within the twelve-month period preceding the date bids are due to be submitted and must be certified, on the form provided by the City, by the receiving agency. Charitable vendors shall provide copies of all applicable contribution letters with each bid. View the City of Tallahassee ordinances governing local charitable preferences (PDF).
