Community Neighborhood Renaissance Program
Application for Renaissance Neighborhood
Annually, the Tallahassee-Leon County Planning Department will issue a notice requesting applications for the selection of a Renaissance Neighborhood. The request for applications will be published in local newspapers and will be announced on WCOT. A community-wide informational workshop will then be held for all entities interested in submitting an application.
A completed "Community Neighborhood Renaissance Partnership" application (PDF) must be received in order to be considered for selection as the Renaissance Neighborhood. Application forms can be obtained from the Tallahassee-Leon County Planning Department located on the 3rd Floor, Frenchtown Renaissance Center, 435 North Macomb Street, Tallahassee, Florida. Applications must be postmarked or received in the Planning Department by the closing date of the application period. Late applications will not be accepted.
Eligible Neighborhoods
Neighborhoods located wholly or substantially within a designated Community Redevelopment Area (CRA), the Southern Strategy Area, and/or Central City are eligible for the program. These areas are depicted on the Community Neighborhood Renaissance Target Area map. Adjacent neighborhoods within these areas with similar issues and concerns can submit a joint application.
Eligible Applicant Organizations
Neighborhoods and/or homeowners associations registered with the City's Department of Neighborhood & Community Services are eligible to submit an application on behalf of the neighborhood they represent. Community-based non-profit organizations located in the neighborhood for which the Renaissance Neighborhood designation is sought, and whose main focus or service area is the neighborhood in which it is located, and the majority of whose membership or officers reside primarily in that neighborhood, may apply for the designation on the behalf of that neighborhood. The mission of the community-based non-profit organization must include community/neighborhood revitalization and this must be documented in the organization's by-laws and articles of incorporation. Said organizations must also be a 501(c)3 or 4 organization.
Applicants needing help to complete an application for the program or obtaining demographic and economic data can request such assistance from the Planning Department.
Selection Criteria
Due to available resources, the program selects and works with one neighborhood at a time. The selection process takes into consideration a number of factors. These factors include:
- The location and size of the neighborhood
- The physical, social and economic conditions of
the neighborhood; - Neighborhood support for the program;
- The sponsoring organization's ability to lead a neighborhood revitalization planning program;
- Issues in the neighborhood to be addressed by
the program; - Prior public and private investments in the neighborhood; and
- The neighborhood's past collaborations with residents and other community stakeholders.
Selection Process
A selection committee consisting of representatives from the Community Neighborhood Renaissance Partnership's Institutional and Covenant partners, City and County staff, the Council of Neighborhoods Association (CONA) and other appropriate individuals will review, score and rank the applications. The rankings will be based on the points awarded by the selection committee members using the scoring included on the application.
The Selection Committee will also interview the top four ranked neighborhoods. Based on the interviews, the Selection Committee will again rank the neighborhoods and forward a recommendation to the Partnership Board for final selection.
The Partnership Board will select the Renaissance Neighborhood and forward its selection to the Tallahassee City Commission for final endorsement.
