Neighborhood & Sector Planning

Sector planning is a growth and development tool utilized by cities in Florida and the nation. Size and purpose may vary, but each is an opportunity to guide a community's future. Through a collaborative process, various and diverse stakeholders accomplish this task

Citizens have requested sector planning in Tallahassee. The 21st Century Council and the Blueprint 2000 committee recommended sector planning to address issues holistically such as watershed, transportation and land use planning. The Gaines Street Revitalization project and the Bradfordville Sector Plan are examples of sector planning in Tallahassee. Sector planning is also identified in the comprehensive plan's Southern Strategy policies.

"State of the Southern Strategy Report"

In 1998, policies for the Southern Strategy Area were adopted into the Comprehensive Plan. This strategy was established to encourage a growth pattern in the southern part of the City of Tallahassee as well as adjacent portions of unincorporated Leon County as a counterbalance to the rapid growth pattern in the northern and eastern areas of the community. The Southern Strategy Area covers about 17½ square miles, or nearly 11% of the area inside the Urban Service Area boundary. The Comprehensive Plan requires the Planning Department to prepare and distribute a "State of the Southern Strategy" report every three years. Previous reports were made in 2001 and 2004. The 2007 State of the Southern Strategy Report reiterates the vision of the Southern Strategy, establishes baseline data for the Southern Strategy Area today, gives comparisons to the previous reports, outlines conclusions based on the data, and assesses progress made on the policy requirements in the Comprehensive Plan.

Sector planning focuses on a manageable area and considers the land use, transportation, environmental, and infrastructure needs unique to that portion of the community. The generalities of comprehensive planning and the pitfalls of single issue or narrow scope planning are avoided. Approving the sector plan minimizes the inconsistencies resulting from parcel-by-parcel decisions.

Comprehensive planning produces a community scale Future Land Use Map and implementing policies. Sector planning can produce a picture of the community that incorporates design. It identifies how an area should look in the future. Sector planning contemplates the environmental connections, transportation needs and desires of the community.

As citizens decide an area's function, solutions are developed and implemented. Safety for children and the elderly are improved through better sidewalk connections and safer highway crossings. Citizens orient buildings, plant trees and return stores to a depressed area. Criminal activity is reduced through improved lighting and reduced blight. Schools are more community friendly through integration into the neighborhood. Many quality of life issues are improved through sector planning.

In short, sector planning takes a section of a community and answers how this area should act and look considering its place in the community

Neighborhood Planning

The Community Neighborhood Renaissance Program is an innovative neighborhood planning program, which is being used to address the problems and concerns of Tallahassee's inner-city neighborhoods. The program is jointly sponsored by the City and the Community Neighborhood Renaissance Partnership, a non-profit community organization formed to engage the Tallahassee-Leon County community in neighborhood revitalization issues.

The program takes a holistic approach to neighborhood revitalization, addressing both the physical and social needs of neighborhoods; however, it is the neighborhood residents who decide what issues and concerns are important to the neighborhood and should be addressed by the neighborhood renaissance plan. Neighborhood leadership of all phases of the program is very important to the success and credibility of the program.

Initially, the program will focus primarily on neighborhoods located in the Southern Strategy Area, Central City and the Community Redevelopment Areas. Apalachee Ridge Estates, a Southside Tallahassee neighborhood, was selected as the first neighborhood to participate in the program. The Apalachee Ridge Estates Neighborhood Renaissance Plan has been adopted by the neighborhood association and all the partners involved in the neighborhood renaissance process.
