Tupelo Terrace Stormwater Outfall
Description
This project, which is also known as the Meginnis Tributary 1 Stormwater Improvements project, is located within the Town ‘N Country Park and Terrence Heights subdivisions in the upper reaches of the Meginnis Arm Tributary. Stormwater runoff was conveyed in open channels consisting of deep narrow ravines located between the backyards of residents living on Rosemary Terrace, Redbud Avenue, Beech Drive, Tanglewood Terrace, Balsam Terrace and Banyan Drive. Runoff from the watershed is discharged under Monroe Street into the Meginnis Arm, which flows to Lake Jackson. Stormwater often escaped from the ditch at Tupelo Terrace and flowed overland to Monroe Street, causing residential, commercial, and street flooding. The City’s Streets and Drainage Division battled erosion, ditch bank failure and loss of private property along these channels for many years. These maintenance efforts were of limited effectiveness due to steep side banks, high velocities within the ditches, and right-of-way constraints that limited maintenance access. Additionally, segments of sanitary sewer that transect these ditches were undermined and frequently damaged. Structural improvements consisted of the installation of culverts to convey the runoff, and enclosure of the open channels.
