Stormwater On-Site Mitigation Loan Program

The City of Tallahassee initiated the Stormwater On-site Mitigation Loan/Grant Program in February 2003. The Loan Program was developed to address a situation that has come to be known as the "private drainage problem". This refers to a situation where a property owner has a drainage problem on his/her parcel and this problem is due primarily to an underlying natural attribute of the property or possibly the manner in which the property was developed. For example, it may just be a low-lying piece of property that, due to the natural lay of the land, receives a great deal of upstream drainage. Alternately, it may be that the house or pool or other structure was not built high enough to protect it from common overland flow. Sometimes it is just a lot that is lower than the street and the lot was not graded to route water away from the house or garage.

The On-site Mitigation Program was set up to encourage residents to move forward with addressing their private drainage problems by making on-site improvements such as site grading, landscape improvements, or perhaps construction of a low wall. The Program funds 75% of the engineering services, up to $750, to develop a concept plan and cost estimate of anticipated improvements. Loans are available for the construction activities based on the property owner's income level.
