Hickory & Spruce Water Main Improvement Project
The Hickory and Spruce Water Main Improvement project includes replacing aging and undersized water main infrastructure along Hickory Avenue, Spruce Avenue, Chouteau Avenue and Sycamore Street in the Betton Hills Neighborhood. As part of this project, the City will also install additional hydrants to improve fire protection. This work is being done in advance of and in coordination with the City’s roadway resurfacing program.
FAQ:
- When will construction start, and how long will it last?
The project is currently in the design phase, which should be substantially complete by July 2020. This schedule includes any necessary environmental permitting. Construction is due to start in spring 2021. Once underway, construction activities should last about 9 to 12 months. Construction is expected to be phased, therefore, only segments of each street will be impacted as the water pipe installation progresses along the roadway.
- Will the project impact existing trees?
All utility work will be completed within the existing right of way, and every effort will be made to protect existing trees. The City will work with an arborist to develop mitigation strategies to preserve as many trees as possible. In the event that impacts cannot be avoided, some trees may need to be removed. Digging around the root system of a tree may harm its health and can increase the likelihood of it uprooting and falling during high winds. As project plans are further developed, more information about impacts to trees will be made available.
- Will construction be disruptive to the neighborhood and area businesses?
Those directly impacted by this work will be notified before any construction activity takes place. While construction of this type can be disruptive, we will do everything possible to minimize inconveniences to residents and businesses. Construction hours will normally begin after sunrise and end prior to sunset, with no construction allowed on Sundays. Roadway detours, if needed, will be clearly marked and access to residences and businesses will be maintained. Construction of the new water mains will require periodic water outages. Residents and businesses will receive advance notice of any necessary outages and every effort will be made to minimize the duration of those outages.
- Who will oversee construction?
The project will be constructed by a private contractor; however, the City will oversee all construction activities and will have a full-time inspector available to address any issues that arise during construction.
